The official statistics by IRCC bring some optimism that Canada will indeed meet its immigration targets. In January 2021, Canada welcomed 24,665 permanent residents, almost 14,000 more compared to December 2020 and this number is almost equal to data for January 2020. 

Among those new PRs, 14,580 were economic immigrants; 4,510 sponsored family members of the Canadian citizens and PRs, 4,870 refugees and resettled persons, 595 immigrants that do not follow under any of the three classes. The current projection allows us to assume Canada will be able to finalize at least 300,000 applications in 2021. 

To recall, the goal of the government is to admit 401,000. The end of the pandemic and lifting travel restrictions may help IRCC to meet the target.
