On April 22, 2021, the Government of Canada updated the instructions for REF-CDA applications. 

New foreign police certificate requirements will assist processing officers in making eligibility and admissibility decisions for refugee applications. 

All applicants 18 years of age and over will be required to introduce police certificates, clearances, or records of non-conviction of countries, where the applicant resided for 6 months or more before coming to Canada, or the country where the applicant has spent most of their adult life since the age of 18. 

Updates are not applicable for countries of persecution. 

Applicants also will have to provide biometrics, unless they’ve given their biometrics within the last 10 years.
