On June 30, 2021, Immigration, Refugees and Citizenship Canada (IRCC) introduced new instructions for temporary resident visas on processing open temporary resident visa (TRV) applications during the pandemic.

Although the priority is to continue processing applications where the client meets a travel restriction exemption and travels for a non-discretionary purpose, immigration officers will have to continue to determine to what extent they have the capacity to process non-priority applications, and process a final decision for open TRV applications for applicants who are not eligible to travel to Canada during the pandemic.
